Queen Beatrix sometimes left out a diadem at a state banquet, especially if the president in question did not have one at her disposal. Queen Máxima has apparently decided that a diadem is required for a Dutch state visit, because the president, king, sultan, or whatever: she wears a diadem at a state banquet in the Royal Palace in Amsterdam.
